IN RESPONSE TO THE REQUEST FOR APPLICATIONS (RFA)
FOR THE PROJECT OF INTERNSHIPS IN NATIONAL GOVERNMENTAL INSTITUTIONS IN THE REPUBLIC OF SERBIA


1. What exactly does the "direct internship support" stand for? Is it compensation/salary for the interns?

It is expected that at least 50% of grant funds will be allocated as funds for direct internship support, which means financial compensation to interns on a monthly basis (gross amount), during the six-month period of their placement at BEP counterparts' departments / offices.


2. How many days should the initial training for supervisors/ mentors last and how many mentors does BEP anticipate?

Initial training for supervisors/mentors should last one day. BEP anticipates 15 mentors i.e., each intern should have his/her mentor, and one mentor should devote time to only one intern.

 

3. Regarding cost effectiveness - could you please explain what this question exactly means: "Is the grantee contributing cost-share or providing in-kind support?"

The cost effectiveness criteria measure the ratio between the estimated project costs and the expected results, i.e. value for money. In addition, this criterion also gauges whether the stated costs are realistic, well though-out and reflect the proposed activities, and whether the prices are comparable to the estimated outputs. One element that is also evaluated under this criterion is whether the grantee contributes with cost-share or provides in-kind support. Cost sharing refers to resources that a grantee contributes to the total cost of the grant agreement and becomes a condition of an award when it is part of the approved grant budget. Cost sharing may include project costs financed with cash or in-kind contributions, either provided by the grantee or other donors, and must be verifiable from the grantee's records. Cost-sharing must not include contributions from any other US Government project or program.

 

4. In the RFP document it was mentioned that one of the tasks of the project implementer would be "Drafting of Memorandum of Understanding (MoU), including Terms of Reference (ToR) for individual internship positions (for an internship period of up to 6 months), with BEP counterparts." Can you clarify which organization is to sign MoU with BEP's counterparts: BEP or selected project implementer?

Selected project implementer will sign the MoU with BEP counterparts.

 

5. It is expected that applicant submits its articles of incorporation or other documentation which substantiates the legal character/registration of the organization.

In case of for-profit Serbian organizations, does this mean certificate from the Agency of Business Register (APR)? Is it sufficient to submit this document in Serbian (original document issued by the Authority)?

For profit organizations should submit certificate from the Agency of Business Registers (APR). Serbian version of this document is sufficient. In addition, the applicant is required to submit Personnel policies and procedure (Pravilnik o radu) and Organizational chart.
