IN RESPONSE TO THE REQUEST FOR APPLICATIONS (RFA)
FOR STUDY AND RECOMMENDATIONS ON POLICIES TO INCREASE EMPLOYMENT AND WORKFORCE COMPETITIVENESS

 

1 . Should this study exclude effects on large (state-run) public enterprises and focus solely on the private sector? Or to be even more precise, effects of any financial or legal instrument on the labor market might have significantly different impact on public enterprises and private sector (in terms of flexibility, efficiency, workforce mobility, level of unemployment). Do you expect the grantee to analyze both, or to cover only the private sector?

The main objective of the study is to provide practical recommendations for policy reforms that will increase employment and workforce competitiveness in Serbia. While the focus should be on the private sector, the grantee should also include public enterprises in sectors that substantially include the private sector in Serbia or often include the private sector in other countries (e.g. aviation, natural resources). In addition, the grantee should consider the impact of the behavior of public enterprises and government institutions when analyzing labor flexibility, costs, and productivity, and the legislative framework for employment and labor relations.

 

2. RFA states that we should consider including an HR expert on the team. Are we expected to include someone who has actual experience as a human resources manager, or will someone with an academic background which includes field of human resources suffice?

It is up to the bidders to identify and propose a team that will most effectively and efficiently provide the expertise necessary to complete the study and recommendations. An HR expert could be an academic or HR manager, and neither type of experience would be evaluated higher than the other. Bidders should explain the composition of their team and why each team member was selected, in addition to stating their qualifications.
